Innovate Oxfordshire's role in monitoring and evaluating Oxfordshire's Local Transport and Connectivity Plan

Ensuring effective delivery and understanding travel behaviours.

The challenge

Oxfordshire County Council developed the Local Transport and Connectivity Plan (LTCP) to improve transport infrastructure and connectivity across the county. The challenge was to:

  • monitor key performance indicators (KPIs) to ensure the project's successful implementation
  • address data gaps in data collection for KPI evaluation
  • understand the underlying reasons behind people's travel behaviours

The solution

Oxfordshire County Council commissioned us to provide comprehensive monitoring and evaluation support, including:

  • establishing how predetermined KPIs could be measured
  • filling data gaps by using our existing data sources
  • ensuring comprehensive data coverage for accurate analysis 

We piloted a travel survey, targeting stakeholders who had previously engaged with the policy development, to understand the reasons behind people's travel behaviours based on their personal circumstances, such as lifestyle dependants and health.

This survey provided valuable insights into:

  • why people travel the way they do
  • how well they can understand and articulate their motivations 

The results

We delivered the monitoring and evaluation process end-to-end, from stakeholder engagement to final analysis. 

The travel survey provided key insights into the behavioural reasons behind people's travel choices, which we highlighted in the main output cabinet report. These insights will help to shape future transport policies and initiatives.
